fix: localize admin UI and simplify employees navigation

  • format admin datetimes as DD.MM.YYYY HH:MM in Europe/Moscow timezone
  • add display fields for employee and crawl run dates without changing API ISO fields
  • translate admin navigation, dashboard, directory, runs, login, and employee detail labels to Russian
  • rename Directory UI to Сотрудники and remove the duplicate Employees navigation item
  • redirect /admin/employees to /admin/directory while keeping /admin/employees/{id} for detail pages
  • remove the legacy employees.html template
  • remove parser version from the employee detail card
  • use Russian status labels for employees and crawl runs
  • bump service version to 0.2.6
  • add template and formatting regression tests
