Добавляет минимальный Gitea Actions CI для push/PR в main:

  • Python 3.12 и pip cache
  • SQLite для изолированного тестового запуска
  • полный pytest
  • проверка синтаксиса admin.js

Production CD не добавлен до подтверждения SSH-доступа и проверки deploy path/healthcheck на VPS.
